Authorizes the President to use "all necessary and appropriate force" against any nation, organization, or individuals
determined to be associated with the attacks on September 11, 2001. Passed the Senate on September 14, 2001, by a vote of 98-0. Passed the House of Representatives on September 14, 2001, by voice vote after the House had already adopted an identical resolution (H.J. Res. 64) by a vote of 420-1. |
