2001 Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States
(H.R. 2888)

Includes $40 billion in emergency assistance to New York, Virginia and Pennsylvania, and for increased security and the military. Passed the House of Representatives on September 14, 2001, by a vote of 422-0. Passed Senate on September 14, 2001 by Unanimous Consent.

Authorization for Use of Military Force
(S.J. Res. 23)

Authorizes the President to use "all necessary and appropriate force" against any nation, organization, or individuals determined to be associated with the attacks on September 11, 2001. Passed the Senate on September 14, 2001, by a vote of 98-0. Passed the House of Representatives on September 14, 2001, by voice vote after the House had already adopted an identical resolution (H.J. Res. 64) by a vote of 420-1.
