National Security in the 21st Century: Findings of the Hart-Rudman Commission

"The United States Commission on National Security/21st Century, chaired by Gary Hart and Warren Rudman and including a number of military, political and industry luminaries, was responsible for a major study, in three phases, on future U.S. security challenges and how to meet them. The volumes were entitled: New World Coming: American Security in the 21st Century, published in September 1999; Seeking a National Strategy: A Concert for Preserving Security and Promoting Freedom, April 2000; and Road Map for National Security: Imperative for Change, published January 2001. The third report contained broad recommendations for improving homeland security, including the creation of a new agency to coordinate prevention of and responses to terrorism. The prescient, third phase report is available in PDF (requires Acrobat Reader).
