SPECIAL LOYA JIRGA COMMISSION
NAMED IN AFGHANISTAN

The Dec. 6, 2001 Bonn Agreement among the four main political-ethnic factions in Afghanistan called for the creation of a special loya jirga to decide on the composition of an 18-month transitional government for Afghanistan. The transitional government is to be a bridge between the current six-month interim administration of 30 men and women headed by Hamid Karzai and a permanent government to be freely elected by the Afghan people in 2003.

On Feb. 7, the 20 members of the special independent commission for the convening of the emergency loya jirga were named. There are 17 men and three women, including one of the vice-chairs. Five members have law backgrounds, three have direct religious affiliations, five have nongovernmental humanitarian organizational ties, and two have professional military backgrounds.
