Political Expert Says Uzbek, Kazakh Revolutions

MOSCOW. Dec 6 (Interfax) - "The year of revolutions," in the post- Soviet
space was a failure, Effective Politics Foundation President Gleb Pavlovsky told
a Tuesday press conference at the Interfax main office.
"A strong anti-revolutionary block has been formed in Central Asia, where the
legitimacy of standing governments does not completely depend on international
organizations anymore, and the governments have learned how to counter pressure
from the outside," Pavlovsky said.
The colored revolution scenario was stopped at recent elections in Uzbekistan
and Kazakhstan, Pavlovsky said.
At the same time, he said, a new revolutionary threat has emerged, the threat
of "gray" revolutions. "The failure of the revolutionary model where an
authority's legitimacy was disrupted opened up a path to another group on the
post-Soviet space that could prove to be more dangerous - nomenclature
opposition," Pavlovsky said.
This group, he said, is connected with bureaucratic circles on one side and
large-scale oligarchic businesses on the other. "These people decide every
moment whether or not to remain loyal to the existing authorities. They keep to
the shadows for now," Pavlovsky said.
This political force brought the victory of the Orange Revolution in Kyiv by
supporting it, Pavlovsky said. "This nomenclature 'gray' opposition - the 'gray'
revolution model is no less dangerous," he said.
