:: Russian President Vladimir Putin met with the employees of the Russian State Library, which recently celebrated its 175th anniversary. Putin visited the library’s regular collection and the ancient Russian literature archives.
:: Russian Prime Minister Mikhail Kasyanov chaired a Cabinet meeting. Cabinet ministers discussed small and medium business, the effective use of state property and the 2003 and the 2004 budget. Kasyanov declared that Russia’s year-end financial indicators surpassed expectations. Economic growth for the first 9 months of the year exceeded 6 percent.
:: Leaders of three Georgian regions -- Adzharia, South Ossetia and Abkhazia -- met in Moscow. These regions are formally part of Georgia, but do not recognize Tbilisi rule. Economic issues are on the agenda; politics will certainly be discussed as well. Russian Foreign Minister Igor Ivanov will meet separately with each of the three leaders.
:: Yegor Gaidar, the Co-Chairman of the Union of Right Forces and a former prime minister, forecasts Russia’s GDP growth to slow down to 5% next year.
:: United Russia Party Co-Chairman Sergei Shoigu continues his election campaign. In Samara, he met with local residents, visited the metallurgic factory and the scientific-production aerospace center.
:: United Russia Co-Chairman Boris Gryzlov met with voters in Voronezh.
:: Liberal-Democratic Party of Russia Chairman Vladimir Zhirinovsky visited one of the enterprises of the All-Russian Society of the Blind.
:: Vladimir Kishenin, the leader of the Russian Party of Pensioners and the Party of Social Justice, declared that pensions and the minimum wage must be raised to subsistence level.
:: Moscow airports are functioning as usual again, following two days of delays caused by heavy fog.
:: Provost of the Russian University of the Friendship of the Peoples Dmitry Bilibin handed in his resignation. He declared that he feels personally responsible for the deaths of 37 students in the dormitory fire. Minister of Education Vladimir Filipov has requested Bilibin to continue performing his duties until the situation is normalized. 164 students injured in the fire remain hospitalized.
:: A Congress of Russian Engineers opened in Moscow. Moscow Mayor Yuri Luzhkov was among the participants.
:: Russian Marines celebrate the 298th anniversary of the founding of their service.
:: Boris Grebenshchikov and his legendary rock band Akvarium performed in St. Petersburg in honor of Grebenshchikov’s 50th birthday.
