RUSSIA HAS EVERY CONDITION TO HOLD NORMAL PARLIAMENTARY ELECTIONS
MOSCOW, August 26, 2003. /RIA Novosti/ -- Russia has every condition to hold normal parliamentary elections, believes chairman of the Central Election Committee Alexander Veshnyakov. He spoke at the Tuesday session of heads of election committees of Russia's constituent members called in connection with the forthcoming elections to the State Duma in December.
According to Veshnyakov, "significant preparatory work" has been conducted ahead of the elections, and "it will be the main difference from the election campaign four years ago." 225 district election committees will be set up in the country, while the number of election stations will exceed 90,000, he said. Compilation of lists of voters is to complete by November 10th, the number of voters in the country is approximately 109 million people.
3.5 billion roubles (over $112 million) will be allocated from the federal budget to conduct the elections. The regions will receive 2.5 billion roubles out of this sum, which is thrice as high as four years ago, Veshnyakov pointed out. 60 per cent of the fund will be spent to pay for labour and printed materials. Workers of election committees will be paid 1.6 times as much as at the previous elections.
The Central Election Committee will also conduct serious work to train the election organizers in constituencies, the chairman said. Special attention will be paid to organizing votes counting, as well as to submitting final protocols to superior election committees, he explained.
