Democratization, Graduation, and Russia Russia's progress toward democratization has been uneven. Putin has weakened institutional checks on presidential power and the bureaucracy remains an obstacle to responsive governance, while the judicial system is gaining a reputation as a legitimate forum for resolving some business disputes.
