- Russian Foreign Minister Igor Ivanov met with the leaders of the Collective Security Agreement nations to discuss the situation concerning Iraq.

- A roundtable on media coverage in times of crisis -- "Crisis Journalism" -- was held in Moscow. The participants of the roundtable have asked the media to develop a Convention on media activity in emergency situations. Representatives from the Ministry of Internal Affairs -- experts who conduct negotiations or plan special operations -- will participate in the preparation of the document.

- Russian Defense Minister Sergei Ivanov is on a working trip through the Far East. He asserted that the two main goals of the Russian leadership are raising the social status and prestige of servicemen and fulfilling the weapons program for 2001-2010.

- The Russian General Prosecutor's office has provided additional materials implicating Akhmed Zakaev in the terrorist act in Moscow to Danish authorities.

- Danish entrepreneurs are beginning to worry about the effect Copenhagen's policy will have on Russian consumption of Danish goods.

- On November 11, President Putin will head to Brussels to participate in the Russia-European Union Summit. On the 12th, he will go to Norway on a working visit.

- President Putin paid a working visit to the Stavropol Krai. He met with Presidential Plenipotentiary to the Southern Federal District Viktor Kazantsev, Emergencies Minister Sergei Shoigu, and Stavropol Krai Governor Aleksandr Chernogov to discuss the restoration of the flooded areas and take a helicopter tour over the damaged territory.

- President Putin then flew to Maikop, where he chaired a meeting dedicated to the liquidation of damage from the flood and the fight against terrorism.

- The Russian Interior Affairs Ministry presented awards to those in the arts who have contributed to the work of the agency, including actor Yevgenii Matveev, composer Tikhon Khrennikov and TV1 director Konstantin Ernst.

- The 48th Russian polar expedition has left from St. Petersburg.

- Russian Interior Minister Boris Gryzlov and Russian Justice Minister Yuri Chaika met with the justice and interior ministers of the European Union Three, including Danish Justice Minister Lene Espersen. The extradition of Zakaev was not discussed, but the Russian side recommended a joint definition of the concept of terrorism as an especially dangerous international crime.

- Russian Security Minister Vladimir Rushailo met with Georgian Security Minister Tedo Djaparidze at the Kremlin. They discussed cooperation between their security councils and the fight against international terrorism.

- The Moscow Prosecutor's Office has accused a man suspected of helping the 41 terrorists who seized the Dubrovka theater.

- Nine people died in an automobile accident in St. Petersburg last night. According to investigators, weather conditions were to blame. The driver of a public transportation minivan lost control of the vehicle and crashed into a motorized crane.

- Armenia is finished with debt payments to Russia. The total amount was about $100 million.

- The first drafts of the renewed National Security Concept will be prepared within a few weeks. President Putin has requested separate attention to the use of armed forces in the fight against terrorism.

- The Altai Krai will soon be at the center of a major cyclone.

- Damages from a cyclone are being liquidated in the Sakhalin.

- Over a hundred settlements in the Omsk, Vladimir and Ryazan Oblasts have been left without electricity as a result of a major snowstorm.
