In Novorossiisk, over 2,000 soldiers and rescue, construction, and utility employees are working to rebuild the infrastructure of the city.
 

Victims of the flooding will receive financial compensation. About 30,000 people were in the area of the natural disaster.
  

The first cases of traffic violation citations have been submitted to court under the new law, which forbids police officers to take away drivers licenses on the road.
 

In Grozny, three people died and eight were seriously injured when a passenger bus hit a landmine. Investigators suspect that the terrorists intended to detonate the mine under a federal vehicle.
 

Special service officers in Chechnya showed journalists a rebel, detained on the Russian-Georgian border, who said that, before his group crossed the border they were instructed by a man in a military uniform who seemed to be a Georgian special service officer. The rebel also asserted that he was the only one in his group to survive.
 

Special Presidential Envoy to Kaliningrad Dmitry Rogozin announced that Russia is willing to discuss the introduction of special magnetic cards for Kaliningrad Oblast residents.
 

Russian President Vladimir Putin signed a decree that lists the 16 principles of behavior for state employees. These include: not giving preference to any social or professional groups; not using one's position for personal gain; and abstaining from behavior that could negatively reflect on one's professional reputation -- in particular -- maintaining political neutrality, showing tolerance for religious and national customs and respecting the work of the media.
 

The funeral of Russian officer Igor Zaitsev, whose body was found last week near Tbilisi, was held today.
 

Salman Raduev, sentenced to life in prison for murder and the planning of terrorist acts, was delivered to the White Swan special security prison.
 

President Putin discussed national economic development with several members of the Cabinet, including Mikhail Kasyanov, Aleksei Kudrin, Sergei Ignatiev, German Gref and Andrei Illarionov.
 

President Putin also discussed preparations for the winter with Deputy Prime Minister Viktor Khristenko.
 

Russian Defense minister Sergei Ivnov believes that the rebels may make another attempt to get to Chechnya from Georgia in the near future.
 

Peter Argan Erkal, the head of the Doctors without Borders mission was kidnapped in a settlement outside Makhachkala as he was driving his translator home. One suspect has been detained.
 

The Black Sea Four exercise begins on the Black Sea. The cooperation group - which now includes Russia, Bulgaria, Rumania, Turkey, Georgia and Ukraine - was created a year ago as a combination of an "emergency" and a "policing" service.
 

A burning oil tanker - the Bintang Kharaban, flying a Cambodian flag - is drifting in the Pacific near the coastline of Primorsky Krai. The crew and passengers have been rescued.
 

Belarusian President Aleksandr Lukashenko will arrive in Moscow on a working visit tomorrow.
