Russian ministry outlines government's economic
priorities for 2003

Moscow, 14 August: Russia's Economic Development and Trade Ministry has drafted a list of priority social and economic tasks for the government for 2003, the governmental press service said in a statement on Wednesday [14 August].
The statement said that the top priorities for 2003 would be reforming Russia's pension, health care and education systems as well as introducing means for direct individual social protection.
The government also said it aimed to increase the competitiveness of Russia's workforce and stimulate job creation.
The government plans to reform the state governance system, including changing the state regulation mechanism.
The government also said it planned to improve the country's financial infrastructure and reform the banking sector.
The government said it aimed to increase the capitalization of Russian banks, improve their financial stability, create the system for guaranteeing individual deposits and develop the network of non-banking credit institutions.
In 2003, the government plans to expand the number of financial instruments to improve market liquidity, the statement said.
The government also plans to continue restructuring natural monopolies, especially those in the energy, housing and railway sectors.
The government also plans to make steps towards the liberalization of the gas market, the statement said.
Another important task for 2003 is continuing talks on Russia's accession to the World Trade Organization (WTO), the statement said. Quick accession to the WTO would push Russia towards further integration in the world economy and would help protect Russia's exporters on the world markets, the statement said.
