Putin discusses prospects for science with Academy president

Moscow, 13 August: The president of the Russian Academy of Sciences, Yuriy Osipov, on Tuesday [13 August] informed Russian President Vladimir Putin during a working meeting about problems with funding for scientific research programmes.

The head of state wanted to know "how financing is provided this year and what agreements have been reached with the government for 2003".

Yuriy Osipov assured President Vladimir Putin that "all is fine with financing, and the forecast is good; the Finance Ministry is fulfilling in full measure its obligations regarding funds".

Osipov stressed that the situation has enabled the Academy of Sciences not to "spread the resources thin across the entire Academy of Sciences but to support the points of growth". He declared that a larger number of programmes would be implemented since more resources are allocated in the 2003 budget to finance science.

Vladimir Putin called for acting "circumspectly, not increasing the number of programmes but spending more money to fund the already existing programmes".

In this context, Putin asked about the progress made in implementing the programme for the development of science until 2004, pursuant to the guidelines worked out by the presidential council on science.

Osipov informed the Russian president that thanks to the state support, it has been possible to create 11 collective use centres. He stressed that the decisions regarding the development of science made at a meeting of the Russian Security Council are being fulfilled. "An innovation system is developing," the Academy president said.
