The National Strategy Council has been established in Moscow. It includes famous political scientists, such as Sergey Markov, Valery Fedorov, Mark Urnov, and many others. Co-chair of the council Joseph Diskin commented on the event, "Our aim is to try to look at the political strategies of the nation differently. It is necessary to determine which resources we want to rely on and to have a realistic look on them. What are these resources? They say Russia is a very educated country - but it is not clear if it is possible to use this resource for economic development, as education is very insubstantial. Another example: Russia relies on its natural resources. However, this provides no more than 4% of GDP growth a year. I believe it is more promising to rely on capital growth sources, such as initiative and enterprise. How is it possible to achieve this? It is a political question. A third of the population has already adjusted to the new situation. These people have energy, education, motivation, and they only need an opportunity to create new enterprises, and to increase efficiency of production. As for the political situation, in which it is possible to realize all this, it is also a subject of our work to a great extent."
