Afghan Taleban must not be allowed to take complete control - Russian
security chief
Source: TV6, Moscow, in Russian 0700 gmt 20 Sep 01

[Presenter Aleksey Vorobyev] Russia has stepped up consultations with
Tajikistan and Uzbekistan. Various scenarios in connection with the
possibility of a military campaign in Afghanistan are being studied. Moscow
is working out a strategy for repulsing an attack by the Taleban.

[Correspondent] This is the Tajik-Afghan border. It is 1,400 km long, and
about 10,000 Russian border guards are positioned along its entire length.
Russia's 201st Motor Rifle Division serves in the rear here. Seven tactical
platoons are positioned along the borderline and are ready to provide the
Russian border guards with supporting fire. Everything needed for this is
here. If armed formations break through the border from Afghanistan, the
tactical platoons will be able to form a defensive front in a mere five or
six minutes and provide the border guards with a safe corridor for possible
retreat.

[Official, identity unclear, caption illegible due to poor reception] The
Republic of Tajikistan is at the forefront of the battle against terrorism in
the Central Asian region. The situation currently evolving is causing concern
for the Russian Federation's group of forces.

[Correspondent] [Russian Security Council chief] Vladimir Rushaylo said the
same thing in Dushanbe after his meeting with Tajik President Emomali
Rahmonov. The main theme of their discussion was the situation in the region
and coordinating the positions of the two sides on the eve of a possible
large-scale operation against Afghanistan by the USA.

[Vladimir Rushaylo, captioned as Russian Security Council chief] We
understand that the representatives of the Northern Alliance are putting up
resistance to the Taleban and we definitely do not wish for the Taleban to
take control of the whole of Afghanistan. This would cause grave consequences
- expansion [of the Taleban] into regions very near to our own territory.
