Statement: More than 60,000 Russian children have been adopted by American parents since 1992. The number of children adopted from the Russian Federation to the United States peaked in 2004 with 5,865 children. Since then, the number of Russian children adopted by Americans has been on the decline. What has fueled such a decline over the last few years? What is Russia s main concern regarding foreign adoptions? What can the United States do to address Russian concerns?
