MOSCOW. April 23 (Interfax) - Senior members of the State Duma have prepared a draft bill that would redistribute "more than 500 prerogatives" within Russia's executive branch of government, one of the bill's authors, Vladimir Pligin, told Interfax.

The main idea behind the proposed law is to move a whole series of prerogatives from cabinet level to the level of individual ministries and agencies, Pligin, who is chairman of the Duma Committee on Constitutional Law and State Development, told Interfax.

He denied that the reason for the projected law was the upcoming replacement of the top cabinet tier as a result of Dmitry Medvedev's inauguration next month.

"The draft law has nothing to do with personnel matters, it's all about the systematization of the functions and system of government, something that we have long been saying is necessary," Pligin said.

He described the bill as "a technological draft law."

Pligin and the first deputy chairman of his committee, Alexander Moskalets, are the authors of the draft bill.
