EUROPE AND CENTRAL ASIA PROGRAM ASSISTANT
Job Description
The Bank Information Center (BIC) partners with civil society in developing and
transition countries to influence the World Bank and other international
financial institutions (IFIs) to promote social and economic justice and
ecological sustainability. BIC is an independent, non-profit, non-governmental
organization that advocates for the protection of rights, participation,
transparency, and public accountability in the governance and operations of the
World Bank, regional development banks, and IMF.
BIC is seeking two (2) Program Assistants who will work with the Europe and
Central Asia program (ECA), which focuses on the activities of the World Bank
Group (including the International Finance Corporation), the European Bank for
Reconstruction and Development (EBRD) and the Asian Development Bank (ADB) in
the Europe, Central Asia and Caucasus region. Successful candidates for this
position will either focus on issues related to (i) transparency and
accountability at the IFIs, particularly on efforts to ensure greater revenue
and contract transparency in extractive industry projects, or (ii) IFI
environmental and energy policies, as well as maintaining close working
relationships with BIC’s strategic partners in the ECA region.
KEY RESPONSIBILITIES
The Program Assistants will be based in BIC’s DC office and will report to
the Program Manager. She/he will in particular:
1) Outreach Expand outreach to CSOs working in and on Europe and Central Asia
by identifying and contacting new groups and constituencies to which BIC might
offer its information and advocacy support services. Assist the Program Manager
in responding promptly to requests for information about IFI projects and
policies in the region from NGOs, academics, policy makers, and the press.
Maintain routine liaison with BIC’s strategic partners in the region by
assisting the Program Manager coordinate work plans and develop joint activities
with partners.
2) Research
Support the Program Manager in researching the effects of IFI policies and
projects in the ECA region, particularly those with significant environmental
and social impacts.
Track operational policies at IFIs, including the Extractive Industries
Transparency Initiative, with focus on the ECA region. Conduct regular reviews
of key websites and news sources, to maintain an overview of important
developments in the region.
3) Writing
Draft and update periodic briefings on IFI activities in selected countries
and in specific sectors (particularly the extractive industries). Update BIC’s
website with relevant documentation about IFI operations and policies that are
of significant environmental and social concern for affected groups in the
region.
Assist the Program Manager in writing proposals and grant reports.
4) Other Tasks
Develop and maintain communication tools, such as contact databases,
distribution lists and web-based list serves, to maximize the reach and efficacy
of our information sharing.
Support the production of outreach materials for dissemination to new
constituents.
QUALIFICATIONS
1) Demonstrated commitment to social change and strong interest in
environmental, economic and social justice.
2) Bachelor’s degree in relevant social science field such as political
science, economics, environmental studies, international relations, and area
studies.
3) One to three years experience in development or environment fields.
Experience in handling complex information and communications needs for diverse
international audiences is a plus.
4) Strong interest in and familiarity with international development issues,
especially of IFI role and activities. Knowledge of governance issues at IFIs,
particularly on revenue and contract transparency in IFI extractive industry
projects is preferred.
5) Fluency in Russian and work experience in the ECA region is strongly
preferred.
6) Excellent research, analytical, writing, organizational, and multi-tasking
skills.
7) Strong computer, database, and general technical skills. Proficiency in
Microsoft Office applications, including Excel, Powerpoint, web management
programs (html) and Adobe Pagemaker is preferred.
8) Ability to work effectively in an international setting and work either
independently or as part of a team to meet tight deadlines.
SALARY AND BENEFITS
This is a full-time regular staff position with a one year term, renewable
based on funding availability and staff performance. Salary will be competitive
for an equivalent NGO staff position and commensurate with experience. BIC
