Putin signs decree on preparations for 2014 games

Moscow, 5 July: President of Russia Vladimir Putin has signed a decree "On making preparations for holding the 22nd winter Olympic and the 11th winter Paralympic games of 2014 in the town of Sochi", the Kremlin's press service has reported. (Passage omitted: Sochi won the bid to host the games, beating Salzburg and PyeongChang)

The president instructed the government of Russia to set up a coordinating committee, with participation of Russia's Olympic and Paralympic committees, for making preparations for holding the Olympics in Sochi, and to approve its composition.

The government of the Russian Federation is to draw up proposals for ensuring the security "of the participants in the Olympics, the guests and the Olympic as well as other facilities associated with the Olympics"; for preparing transport and social infrastructure necessary for holding the Olympics, as well as Olympic facilities; and for drawing up a scheme of the Olympic transport routes.

The president instructed the government to draw up amendments to Russian laws concerning advertising and trade for the duration of the games. This concerns the sale of tickets as well as the sale of Olympic merchandise. Simplified procedures for obtaining permission to enter the Russian Federation and going through border and customs controls will be put in place for the participants in the Olympics and the guests. The government has been instructed to take relevant measures.

The president of Russia has decreed that funds required for financing the events related to making preparations for and holding the Olympics be allocated from the federal budget and raised through non-budget sources. The president's decree enters into force on the day it is signed.
