Subject: Correction re 7175-Balzer/Managed Pluralism

There is an error in the Meeting Report summarizing my discussion of "Managed Pluralism" at the Carnegie Endowment (JRL 7175) that may confuse readers. At the beginning of the fourth paragraph, the report mistakenly uses the term "managed democracy" rather than "managed pluralism." Nick Gvosdev's term is managed pluralism, and I consider it a more accurate description of conditions.

The difficulty I have with "managed democracy" is the implication that, if "managed" properly, it will become a "real" democracy. I have serious doubts about this being a likely path.
