- Vladimir Litvinin, the leader of the United Ukraine faction, has been elected as the new speaker of the Ukrainian Parliament with the minimum required number of votes -- 226. Litvinin was previously the head of the presidential administration.

- Russian President Vladimir Putin and Federal Border Troops Director Konstantin Totsky greeted the Russian border troops on their official day.

- The main task of the special border troops divisions in the Caspian region is the fight against illegal fishing. It is difficult to catch the poachers red-handed: when at sea, they simply dump their catch; on land they claim never to have seen it before. They can usually only be fined 500 rubles for illegally crossing the border. In the meanwhile, a poacher can make 100,000 to 150,000 rubles a month.

- Federal Border Troops General Vitaly Gamov died this morning at the hospital in Sapporo, Japan, from burns received a week ago when unidentified men set fire to his apartment. Gamov would have turned 40 in five days. Federal Border Troops Director Konstantin Totsky is certain that the illegal fishing mafia is responsible for the crime.

- Vitaly Solomin, a renowned actor of the Russian theater and film, passed away at the age of 61 today. Solomin suffered a stroke a month ago.

- Russian Prime Minister Mikhail Kasyanov announced that Russia will apply to host the 2008 FIFA (Federation of International Football Associations) World Cup. Experts estimate that preparations will cost about $1.5 billion.

- A launching silo for the SS-18 (Satana inter-continental ballistic) missile in the Chelyabinsk Oblast has been destroyed.

- The All-Russian Congress of Mass Media Editors, attended by more than 400 journalists form all around the country, opened in the suburbs of Moscow. The Congress was organized by the United Russia party, and aims to improve the dialogue between the press and the government.

- State Duma Speaker Gennady Seleznev told journalists that his Rossiya Movement may become an independent, leftist, socialist party, or a base for a new party. The Rossiya Movement may or may not remain in the Peoples Patriotic Union of Russia.

- Nizhegorod Oblast Governor Gennady Khodyrev, who was supported by the Communist Party in his election campaign, has announced his willingness to quit the party as a sign of protest against the recent policy conducted by the party leadership.

- The Rome Declaration on Russia-NATO relations was signed by all of the participants of the Pratica di Mare Summit.

- Akraman Bachaev, a junior lieutenant of the Grozny police who had joined the rebels, was detained in a recent operation in Chernorechie.

- Police Department Directors from all European nations have gathered in Moscow for a major international conference. The mechanisms of Interpol (the International Criminal Police Organization) and some of the common problems facing police departments throughout Europe -- including rowdy soccer fans, extremist organizations and international terrorism -- are on the agenda.

- The Russian Cabinet discussed Russia's Energy Strategy through 2020.

- The institute of the Justice of the Peace -- abolished after the Revolution -- will be reintroduced in Russia.
