Russia's presidential elections might be held March 14, 2004

MOSCOW. May 28 (Interfax) - Russia's next presidential elections might be set for March 14, 2004, Head of Russia's Central Election Commission Alexander Veshnyakov told journalists on Tuesday.

"The draft law on presidential elections stipulates that they must be held on the second Sunday of the month after expiration of the four- year term. Therefore, the upcoming elections may be held on March 14, 2004," Veshnyakov said.

Drafts of amendments to the presidential electoral law will be submitted to the State Duma during the current session. The nomination procedure is likely to be changed. A party that succeeded in parliamentary elections will probably have the right to name its candidate without collecting signatures or providing collateral, he said.

Other parties will have to collect signatures prior to having their candidate registered, he said. "Required signatures may total 2 million," he said.

The draft does not propose any changes for the duration of the presidential term. The Constitution stipulates a four-year term, he said. He added that the president cannot be elected for more than two terms in a row.
