Russian defence minister outlines 2004 military budget percentages

Moscow, 27 August: Russia's defence minister [Sergey Ivanov] today gave details of the structure of military spending for next year.

According to him, 41.8 per cent of the total will go on upkeep of the armed forces (paying the servicemen). "A total of 15.7 per cent will go to army and naval training. This is enough to achieve progress in our training," he said. He pointed out that the training expenditure has been made a separate item in the budget, thus guaranteeing that it will be received in full.

As for other outgoings, the minister said that 14.2 per cent will go to procurement, 8 per cent on repairs and maintenance, and 13.4 per cent on research and development.

"These are good amounts, because we're talking about the future of the armed forces. What concerns me now is not so much how our forces will be equipped in 2007-2008, but what they will have in 2015-2020," the minister stressed.

He also reported that 3.7 per cent will go on capital construction, 2 per cent on switching the armed forces to a contractual basis, 0.5 per cent on insurance and about 1 per cent on education and healthcare.
