Draft principles of Russia's military policy ready for discussion.

The draft principles of the military-technological policy of the Russian Federation for the period of up to 2015, projected into an even more distant future, shall be submitted for the consideration of the upcoming session of the Russian Security Council, says the Council's press release, which Itar-Tass received on Tuesday.

Work on the document was started in November 2001 in keeping with the Russian president's instruction. In accordance with the latter, the Russian Security Council has carried out vast analytical studies jointly with the Defence Ministry. They analysed the present condition of Russian weapon systems and the tendencies for their further improvement, the correlations of the levels of Russian and foreign weaponry and military and special equipment, as well as the organization of state control over the jobs in this domain and their coordination with the plans of the country's financial-economic, scientific-technical, industrial and technological development of the country. The results of this work, along with the proposals of the federal executive structures concerned, of presidential plenipotentiary representatives in the country's federal districts, of subjects of the Russian Federation, of industrial and scientific organizations, constituted the basis for the elaboration of the draft principles of Russia's military-technological policy for the period of up to 2015 and for a still more distant future. The draft rests on such conceptual documents as the Military Doctrine of the Russian Federation, the Principles of Russia's Policy in the Field of Military Development for the Period of up to 2010, and the Concept of Russia's National Security. It is a logical continuation of the line, implemented in recent years under the leadership of the president of the Russian Federation, to toughen state control in the key sectors, which guarantee the country's military security. These sectors include the defence industry and the scientific technology complexes, the strategically important types of activities (navy, aviation, space, information), the key sectors guaranteeing the country's defence capability.

The draft principles of Russia's military-technological policy are a highly practical document. It includes not only a system of conceptual views, but lays down also the directions of concrete (priority) actions in the given field. The crux of the draft principles is to guarantee the unity of the key objectives: the system of armaments of the Russian Federation, the defence industry and scientific technology complexes, and military-technological cooperation.

Implementation of the said basic principles of Russia's military-technological policy will guarantee the development of a well-balanced and integrated system of armaments, guaranteeing the proper solution of the tasks of ensuring the country's defence and security. The document, which is to be tabled for the consideration of the Russian Security Council, specifies the principles and tasks of the country's military-technological policy, determines the principal stages and instruments for its implementation, the priority directions of the work to be done.

Special attention is to be devoted to the provision of up-to-date military and special equipment for anti-terrorist units.

The instruments for implementing the principles of Russia's military-technological policy are based on the existing system of drawing up the guiding documents in this domain. Moreover, it is envisaged to specify the composition, contents and time limits for their elaboration, and also to improve the procedure and to fix the stages for the drafting of a set of initial data, necessary to produce program and plan documents, regulating the development of military and special equipment.

Besides the draft principles of Russia's military-technological policy, the upcoming session of the Security Council of the Russian Federation is to consider also the basic and critical military technologies, guaranteeing the readiness of the scientific technology and defence industry complexes to develop and put into quantity production the most effective types of military and special techniques.
