Russia to update its national security doctrine

Moscow, 30 January: A new edition of the Russian national security concept
will take into consideration every threat the international community has
encountered, the first deputy chairman of the Federation Council's defence and
security committee [Committee on Security and Defence Issues] Col-Gen Valeriy
Manilov said at a briefing with military attaches in Moscow on Thursday [30
January].
The need for a new edition comes after an analysis of the international
situation, he remarked.
"First of all, it is necessary to upgrade and raise the efficiency of
subsystems containing new threats," he said.
The first subsystem is that of information and analysis, and this includes
reconnaissance, the general said. Its task is early detection of threats in
order to elaborate adequate, on-time prevention measures. The second subsystem
is control. "This is a matter of keeping the system automatic, instead of
recreating it each time an emergency arises," Manilov said.
The third subsystem consolidates forces, means and resources for rebuffing
new threats, he said. "Everything meant to rebuff the threats must have its
specific place, time, role and task, and must act automatically," Manilov
said. The interaction subsystem must also be developed, he said.
All this will be defined in detail in the new edition of the Russian security
concept, Manilov noted.
