Improving our Vision II: Space Situational Awareness Conference
December 3, 2007  
Co-sponsored by the World Security Institute’s Center for Defense Information, the U.S. Air Force Academy’s Eisenhower Center for Space and Defense, and the Secure World Foundation, “Improving Our Vision II – Building Transparency and Cooperation,” held Oct. 25-26, 2007 at Inmarsat headquarters in London, was designed to bring a broad mix of stakeholders together to discuss opportunities, challenges, and new ideas for transatlantic cooperation to improve space situational awareness (SSA).

Technologies to Support Potential Space Weapons Receive Continued Funding

The Pentagon's fiscal year 2008 budget request funds slightly more than $1 billion in programs that could provide anti-satellite and space-based weapons capabilities, according to a new analysis by the Center for Defense Information (CDI) in cooperation with the Secure World Foundation. Many people believe that space weapons are the new arms race. Stephen Sotor and Trace Gaynor, two 13 year olds from Chicago, learned about space weapons when doing research on their film, Genie in a Bottle Unleashed, about the history of the atomic bomb. For their new 15-minute short documentary about space weapons -- The Final Frontier: Explorers or Warriors? -- Stephen and Trace interviewed Sen. John Glenn, CDI Director Theresa Hitchens and Dr. Everett Carl Dolman of the U.S. Air Force’s School of Advanced Air and Space Studies, among others.

House Armed Services Committee Takes a Whack at Missile Defense and Space Weapons Programs

Public interest advocacy organizations critical of missile defense programs hailed the work of Republicans and Democrats on the House Armed Services Committee today who cut the Bush administration’s request for national missile defense and space weapons research in the absence of proof that the system works.

Future Security in Space: Charting a Cooperative Course

In this new monograph, CDI Vice President Theresa Hitchens details a comprehensive approach to the near- and mid-term problems facing users of outer space. The booklet describes the current threats to secure operations in space – degradation of the space environment, problems and misunderstandings caused by lack of transparency, and the lack of accepted rules of behavior – and recommends actions to mitigate those threats.
 
Stimson Center Calls for Space Assurance, Not Space Weapons--Proposes Code of Conduct to Help Prevent Dangerous Military Activities in Space
May 21, 2004  
On Thursday, May 20th, Theresa Hitchens, CDI Vice President and director of the CDI Space Security Project, participated in a Henry L. Stimson Center press conference marking the release of a model Code of Conduct targeted at preventing dangerous military activities in outer space. Key provisions of the Code of Conduct include avoiding collisions and dangerous maneuvers in space; creating special caution and safety areas around satellites; developing safer traffic management practices in space; prohibiting simulated attacks and anti-satellite tests in space; providing reassurance through information exchanges, transparency and notification measures; and adopting more stringent space debris mitigation measures.

Balance of Power or International Cooperation?

On Tuesday, Oct. 14, CDI Vice President Theresa Hitchens will speak at a panel discussion titled, “U.S./EU/China Strategic Policies in Space: Balance of Power or International Cooperation?” Also speaking will be Lt. Col. Peter Hays (Executive Editor of Joint Force Quarterly: A Professional Military Journal), David Koplow (Georgetown University), Jeffrey Lewis (University of Maryland), and Nicolas Turcat (President of the National Space Society France). The event is free, open to the public, and will be held at Arlington County Central Library from 7:00 to 9:00 on Oct. 14. This panel is sponsored by the Homeplanet Defense Institute.
