The Next Great Space Debate

In a recent article in the Bulletin of the Atomic Scientists, CDI Director Theresa Hitchens takes a critical look at this year's annual session of the UN Committee for Peaceful Uses of Outer Space, which ended on June 20 without making key decisions on major security issues that face the global space community.
 
U.S.-Sino "Grand Bargain" in Space

Recent events have made Sino-U.S. competition, and even conflict, in space seems increasingly likely. In an article co-authored with David Chen, CDI Director Theresa Hitchens presents the incoming U.S. administration with a bargaining strategy aimed at achieving improved security for U.S. space systems and forestalling an anti-satellite arms race with China.
 
Space Security: An Environmental Approach

In a presentation at an event co-sponsored by the Center for Strategic and International Studies (CSIS) and the Space Enterprise Council on July 21, “Can We Keep Space From Becoming a Shooting Gallery?”, CDI Director Theresa Hitchens explained the growing international consensus around a new paradigm for thinking about space based on the concept of “sustainability.” Hitchens argues that by reconsidering the challenges facing global use of space as primarily an environmental issue, new norms for ensuring space security can emerge.

The Role of Satellite Integration and Dispensation in MIRV Technology

Despite some differences, integration of satellites and their orbital dispensation, and integration of multiple warheads and their delivery vehicles are often treated as though they are identical processes. In this analysis CDI Research Assistant Kartik Bommakanti demonstrates the extent to which satellite integration and dispensing capabilities assist in the development of MIRV technology, and argues that concerns of India-U.S. civilian space cooperation leading to India’s development of a MIRV capability are misguided.

FY 09 Air Force Space Budget: Modest Increase
February 5, 2008  
The U.S. Air Force budget request for fiscal year 2009 (FY 09) includes $11.9 billion for space programs (including research and development, procurement and operations and maintenance) – a modest increase from the FY 08 request of $11.3 billion, according to Air Force officials.
