U.S. Conventional Prompt Global Strike: Issues for 2008 and Beyond

| The National Research Council recently released its Congressional mandated report on the Department of Defense’s (DOD) Conventional Prompt Global Strike (CPGS) program. The report examined DOD’s preferred CPGS weapon system, Trident II missiles armed with conventional warheads, as well as several alternative weapon systems for achieving a CPGS capability.The report concluded that Congress should fund the research, development, testing and evaluation of the Conventional Trident Modification (CTM) program “at a level sufficient to achieve early deployment if tests confirm system effectiveness.” Congress previously denied funding for CTM for fear that other countries would mistake a conventional Trident missile launch for a nuclear strike. |

| On March 29, 2007, the House Appropriations Energy and Water subcommittee sponsored a “weapons activities oversight hearing,” chaired by Rep. Peter Visclosky, D-Ind. Experts such as former Sen. Sam Nunn(D-Ga.), Dr. William Perry, Gen. James Cartwright and Dr. Richard Garwin testified on U.S. nuclear weapons policy and programs and addressed new initiatives that are currently being reviewed by the subcommittee.
