BACKGROUND: As part of its Fiscal Year 2002 budget request, the Defense Department announced a major restructuring of the Ballistic Missile Defense Office (BMDO). As part of this reorganization, several programs, including MEADS, Patriot PAC-3 and Navy Area Wide were transferred to the control of the Army and Navy.
