ranklin Roosevelt christened it the "Arsenal of Democracy." There are many on Capitol Hill and in the country at large who believe that foreign aid is an unacceptable taxpayer burden without benefit to America. This belief was indeed true, but only in part, during the Cold War when the United States and the Soviet Union tried to outbid each other for the hearts and minds of the so-called non-aligned nations of the world.
