   Threat Control Through Arms Control
 
 
nside a massive building which houses the U.S. State Department is a small government agency called the Arms Control and Disarmament Agency, or ACDA. During the Cold War, ACDA's mission was to negotiate arms control agreements that reduced threats to the United States from weapons like this Soviet nuclear-tipped missile. Now ACDA itself is under attack from those who believe it is no longer needed.
