world is awash in weapons. So many weapons in so many countries that people everywhere are
beginning to ask where do they all come from. After the war against Iraq, the United States
and many other nations piously promised to reduce the flood of conventional weapons to and
among Third World countries. Yet, conventional weapons move in ever-increasing numbers from
one country to another virtually unrestrained. Illicit transfers of conventional arms is
referred to as the "black" or "gray market."
