hen the fighting ended in 1991, the United States celebrated. The victory over Iraq was acclaimed for liberating Kuwait, defeating an aggressor, ensuring Western access to oil, and paving the way for peace and stability in the Persian Gulf region. With the passage of time, however, it appears that the United States is preparing a sequel to Operation Desert Storm.
