here are thousands of nuclear weapons in the United States and Russia on hair-trigger alert, ready to fire at a moment's notice. The Russian early warning system is deteriorating at an alarming rate due to the collapse of the Russian economy. As recent near-disasters prove, both countries are increasingly prone to accidents or miscalculations that could trigger a nuclear disaster. If the United States takes the intiative to de-alert its nuclear weapons, Russia will follow.
