   An Environmental-Industrial Complex?
 
 
he United States continues to spend vast sums developing new weapons and maintaining old ones. These weapons include Ballistic Missile Defense, 3,800 new fighter planes, and the New Attack Submarine. Behind the rhetoric, many of these Cold War era weapons are jobs programs for high-tech industries in key congressional districts. Yet there is a growing consensus that public spending to find high-tech solutions to the world’s mounting environmental problems would be equally beneficial to American workers, while addressing a very real threat to our security and well-being. Should America subsidize this industry too?
