he NATO bombing campaign in Yugoslavia was triggered by Slobodan Milosevic's refusal to accept an international peacekeeping force in Kosovo made up entirely of NATO troops. U.N. peacekeepers were scarcely considered as an alternative acceptable to both sides. However, they are expected to play a large role in the U.S. exit strategy. Could the costly air war, the refugee crisis, and the deaths have been avoided if the U.N. had been given a larger role?
