Committee on the Budget, U.S. Senate: 1996-present. Senior Analyst for National Defense for the Republican Staff of the Senate Budget Committee (Sen. Pete V. Domenici, Chairman/Ranking Minority Member). Analysis of past, present, and future defense budgets, policies (e.g. readiness & NATO expansion), and applications of U.S. force (Persian Gulf, Kosovo, Afghanistan). Author of publically reported reports on Army un-readiness, deterioration in USAF & Navy air combat training, and tactical aircraft modernization. Also, Sen. Domenici's representative for budget and policy/program issues on the Defense Subcommittee of the Senate Appropriations Committee, where specific issues (F-18E/F, tactical aircraft aging, Defense Health Program costs) and efforts to enforce congressional budget rules (spending "caps," avoidance of gimmicks) are the major focus.
U.S. General Accounting Office: 1987-1996. Project Manager and then Assistant Director for Defense in GAO's Program Evaluation and Methodology Division. Directed comprehensive projects on the combat performance of U.S. air-to-ground systems in Operation Desert Storm and on major U.S. strategic nuclear delivery systems. Both reports found substantial data to alter widespread public impressions of the performance of such systems. Also, directed reports on the analytical quality of the Department of Defense's "Bottom-Up Review," the competitiveness of the U.S. defense industrial base, the quality of conventional weapons testing, and the technological threat the U.S. faces from third world countries. Substantial practical experience in evaluations and investigations. Received various promotions, commendations, and a Comptroller General's Special Award. Senators David Pryor (D-AR) and Nancy L. Kassebaum (R-KS): 1985 - 1987. Principal legislative assistant for national security to both Senators, simultaneously, as a "shared" employee. This was the Senate's first employment of a personal staff representative by Senators from opposing political parties, according to Senate Disbursing Office records. Coordinated over 100 Members of Congress in the "Military Reform Caucus." Authored major legislation and/or studies on DoD procurement reform, DoD budgeting practices, binary chemical weapons, and multiple "blue ribbon" commissions to reform the Department of Defense. In each case, this work attracted significant national attention and/or initiated major congressional debates.
