| His last active duty assigment was as the Navy's top testing official - a performance for which he was awarded the Distinguished Service Medal by President Bill Clinton. A veteran naval aviator with more than 1,000 carrier landings, Adm. Baker held a number of key positions during his illustrious military career, including chief of staff for Naval Forces Central Command in Manama, Bahrain, where he was involved in the execution of sanctions against Iraq and the evacuation of the U.S. embassy in Somalia. He was awarded the Bronze Star by President George H.W. Bush for his work during Operation Desert Storm as chief of staff for operations and plans for the USS Theodore Roosevelt Battle Group. Adm. Baker joined CDI in July 2001, and conducts research and analysis concerning U.S. defense policy and spending, military doctrine and major weapon systems.
