The Lawyers Alliance for World Security (LAWS) is a non-partisan, non-governmental organization that advocates prudent and practical policies designed to reduce the dangers posed by nuclear and other weapons of mass destruction. LAWS operates on the belief that in a democratic society a private, non-profit organization can play a significant role in foreign and defense policy development and that in the post-Cold War era the need for such a group is greater than ever before.

LAWS seeks to increase awareness among the public of the dangers posed by the proliferation of weapons of mass destruction through public and media educational outreach efforts in the United States and abroad. LAWS consults with government officials, parliamentarians, NGOs, and scholars in North America, Europe, Northeast and South Asia, and Russia to assist in the development and implementation of policies intended to bolster the nuclear non-proliferation regime, promote nuclear arms control and disarmament, and to encourage the development of the rule of law.

LAWS is headed by Philip A. Fleming, a U.S. Air Force veteran, former partner in the law firm of Crowell & Moring and a Life Fellow of the American Bar Foundation.  Fleming also has served as Special Counsel to the Administrative Conference of the United States and as Chair of the ABA Section of Environmental, Energy and Natural Resources Law.  In addition to leading LAWS, Fleming currently provides mediation and arbitration services through Washington, D.C.,-based Fleming ADR Services.  Fleming is a graduate of Michigan Law School and Cornell University.  The LAWS Board of Directors that includes senior lawyers, former government officials, retired senators and senior military officers, as well as renowned scholars and practitioners. These experts are active in LAWS programs and are among the foremost authorities in their respective fields.
