he war over Kosovo marked the first time that a group of nations ignored the integrity of a
sovereign nation's borders to redress perceived human rights violations. In the aftermath, scores
of unsettling issues remain. When the rights of nations clash with the rights of individuals, who
decides when and where to act: the United States or the United Nations? Is Kosovo the first of a
