t the close of the 20th Century, the globalization of commerce and communications has shrunk the
world and made it vastly more interconnected. The struggles of distant lands to achieve liberal
institutions and better standards of living are brought home immediately by satellite and the
world wide web. The new century is marked by the emergence of a new doctrine that holds that
the safety and prosperity of the world community starts with respect for individual human rights.
The implications for international relations and the use of military force are staggering.
